Britain enacted the Housing, Town Planning, and related legislation commonly known as the Addison Act. Named after Health Minister Dr Christopher Addison, the law marked an important shift by making the provision of suitable housing for working families a national responsibility rather than leaving it mainly to private builders and limited local initiatives.
Britain faced a severe housing shortage after the First World War. Large numbers of soldiers were returning home, while many working families in industrial towns were living in overcrowded and unhealthy properties. The government had promised to create a country suitable for returning servicemen, an ambition that became associated with the phrase “homes fit for heroes.”
The Addison Act required local authorities to assess housing needs, prepare construction plans and carry out housing schemes in their districts. The central government also promised financial support, allowing councils to undertake housebuilding on a scale that would otherwise have been beyond their resources. The original national ambition was to support the construction of 500,000 homes within three years.
Economic difficulties and reductions in public spending meant that the full target was not achieved. More than 200,000 homes were nevertheless completed under the programme. Its greater historical importance was the establishment of a lasting principle: decent and affordable housing was not simply a private market issue but also a responsibility of the state.
The law encouraged the development of council estates with planned streets, gardens, open spaces and access to essential public services. These neighbourhoods provided an alternative to the dense and unhealthy housing found in many older industrial districts.
The policy also influenced later housing programmes. By 1939, British local councils had built around 1.1 million homes, while approximately 10 percent of the population lived in social housing. The Act therefore changed not only the ownership of housing but also the planning and physical structure of British towns and cities.
July 31, 1919, is consequently remembered as a major date in the history of public housing, planned residential communities and government involvement in the property sector.

پہلی عالمی جنگ کے بعد برطانیہ کو گھروں کی شدید کمی کا سامنا تھا۔ بڑی تعداد میں فوجی جنگ سے واپس آئے تھے، جبکہ صنعتی شہروں میں بہت سے خاندان تنگ، خراب اور غیر صحت مند گھروں میں رہ رہے تھے۔ حکومت نے واپس آنے والے فوجیوں اور مزدور خاندانوں کے لیے بہتر رہائش فراہم کرنے کا وعدہ کیا، جسے بعد میں ’’ہیروز کے رہنے کے قابل گھر‘‘ کے تصور سے شہرت ملی۔
ایڈیسن ایکٹ کے تحت مقامی حکومتوں کو اپنے علاقوں میں رہائش کی ضرورت کا جائزہ لینے، نئے ہاؤسنگ منصوبے تیار کرنے اور ضرورت کے مطابق گھر تعمیر کرنے کی ذمہ داری دی گئی۔ مرکزی حکومت نے ان منصوبوں کے لیے مالی مدد فراہم کرنے کا وعدہ بھی کیا۔ ابتدائی ہدف تین سال کے دوران پانچ لاکھ گھر تعمیر کرنا تھا، جو اس دور کے لحاظ سے ایک بہت بڑا سرکاری ہاؤسنگ پروگرام تھا۔
اقتصادی مشکلات اور سرکاری اخراجات میں کمی کے باعث پانچ لاکھ گھروں کا ہدف مکمل نہ ہو سکا، تاہم اس قانون کے تحت دو لاکھ سے زائد گھر تعمیر ہوئے۔ اس سے بھی زیادہ اہم بات یہ تھی کہ قانون نے یہ اصول قائم کیا کہ مناسب رہائش صرف نجی مارکیٹ کا معاملہ نہیں بلکہ حکومت کی سماجی ذمہ داری بھی ہے۔
ایڈیسن ایکٹ کے بعد برطانیہ کے مختلف شہروں میں کھلی جگہوں، باغات، سڑکوں اور بنیادی سہولتوں کے ساتھ نئی کونسل ہاؤسنگ کالونیز تعمیر ہوئیں۔ 1939 تک مقامی حکومتیں تقریباً 11 لاکھ گھر تعمیر کر چکی تھیں اور ملک کی تقریباً 10 فیصد آبادی سرکاری یا سماجی رہائش میں مقیم تھی۔ یوں 31 جولائی 1919 کا قانون جدید سرکاری رہائش، منصوبہ بند آبادیوں اور قابل برداشت گھروں کی تاریخ میں ایک اہم موڑ بن گیا۔
The Philippines created the National Housing Authority through Presidential Decree No. 757. The decision brought major government housing, residential development and resettlement responsibilities under one national institution. Several existing housing agencies were dissolved, with their powers, assets and programmes transferred to the newly established authority.
During the 1970s, the Philippines, particularly Metropolitan Manila, was experiencing rapid urban population growth, migration from rural areas and a serious shortage of adequate homes for families with limited incomes. The decree acknowledged that the scale of the housing problem required an organised mass housing programme rather than a collection of separate and limited projects.
The National Housing Authority was directed to develop a comprehensive and integrated housing programme. Its responsibilities included housing construction, settlement development, relocation projects, land acquisition and cooperation with public and private organisations. The programme was also expected to address housing finance, urban land management, economical construction methods and the different needs of Filipino households.
The authority received the power to acquire public or privately owned land for approved housing purposes. It could develop projects independently or through joint arrangements with other government bodies and private companies. It was also authorised to issue bonds and use other financial instruments to fund housing programmes.
This mandate meant that the authority was responsible for more than the physical construction of houses. Its work involved land preparation, infrastructure, financing, relocation and the broader development of communities. In later years, the agency became an important part of government responses to informal settlements, public development projects and housing needs following natural disasters.
Its projects also faced continuing challenges, including limited funding, expensive urban land, distant relocation sites and inadequate access to jobs, transport and public services. These difficulties demonstrated that providing a house alone does not necessarily create a successful residential community.
The establishment of the authority on July 31, 1975, therefore remains an important event in Asian housing history. It represented an attempt to treat housing, land, urban planning, infrastructure and resettlement as connected parts of a national development policy.

1970 کی دہائی کے دوران فلپائن، خصوصاً میٹرو منیلا، کو تیز رفتار شہری آبادی، دیہی علاقوں سے شہروں کی طرف نقل مکانی اور کم آمدن خاندانوں کے لیے مناسب گھروں کی کمی کا سامنا تھا۔ حکومتی فرمان میں تسلیم کیا گیا کہ رہائش کا مسئلہ اتنا بڑا ہو چکا ہے کہ اسے محدود اور الگ الگ منصوبوں کے بجائے بڑے، منظم اور مسلسل ہاؤسنگ پروگرام کے ذریعے حل کرنا ضروری ہے۔
نیشنل ہاؤسنگ اتھارٹی کو جامع ہاؤسنگ پروگرام تیار کرنے، رہائشی منصوبے بنانے، بے گھر یا متاثرہ خاندانوں کی آبادکاری، زمین حاصل کرنے اور سرکاری و نجی شعبے کے ساتھ مشترکہ منصوبے شروع کرنے کے اختیارات دیے گئے۔ پروگرام میں ہاؤسنگ فنانس، کم لاگت تعمیراتی طریقوں، شہری زمین کے بہتر استعمال اور مختلف آمدن رکھنے والے خاندانوں کی ضروریات کو بھی شامل کیا گیا۔
اتھارٹی کو سرکاری اور نجی زمین حاصل کرنے، رہائشی منصوبوں کے لیے بنیادی سہولتیں فراہم کرنے اور اپنے پروگراموں کے لیے بانڈز یا دیگر مالی ذرائع استعمال کرنے کی اجازت بھی دی گئی۔ اس طرح ادارے کا کردار صرف گھر بنانے تک محدود نہیں تھا بلکہ اس میں زمین، شہری منصوبہ بندی، تعمیر، فنانسنگ اور آبادکاری کے مختلف مراحل شامل تھے۔
یہ ادارہ بعد کے برسوں میں قدرتی آفات سے متاثرہ خاندانوں، غیر رسمی آبادیوں کے رہائشیوں اور سرکاری ترقیاتی منصوبوں کے باعث منتقل ہونے والے لوگوں کے لیے رہائشی اور آبادکاری منصوبوں کا اہم ذریعہ بنا۔ اس کے پروگراموں کو مالی وسائل، زمین کی دستیابی اور بعض منصوبوں میں بنیادی سہولتوں کی کمی جیسے مسائل کا بھی سامنا رہا۔
اس کے باوجود 31 جولائی 1975 کا فیصلہ ایشیا میں ریاستی سطح پر منظم ہاؤسنگ پالیسی کی ایک اہم مثال ہے۔ اس نے واضح کیا کہ تیزی سے بڑھتے شہروں میں رہائش کا مسئلہ صرف عمارتوں کی تعمیر سے نہیں بلکہ زمین، روزگار، ٹرانسپورٹ، بنیادی سہولتوں اور شہری منصوبہ بندی کو ایک ساتھ دیکھنے سے حل کیا جا سکتا ہے۔
