On November 16, 1911 the British East Africa Protectorate (modern day Kenya) issued one of its earliest Township Housing Regulations to address disorderly informal settlements forming along the new railway trade routes. The regulations introduced plot demarcation, brick-based construction requirements, sanitation guidelines and commercial-zoning boundaries marking a foundational step in Kenya’s structured urban real estate development. The policy targeted fast growing settlements such as Nairobi, Mombasa and Nakuru, where increased migration and railway linked commerce created pressure for formal housing frameworks. These rules influenced the formation of Kenya’s municipal housing systems, shaped early African urban planning theory and guided the transformation of temporary trading villages into regulated townships. The 1911 reforms also shaped the later development of planned estates during the mid 20th century.
