From Real Estate History
On November 13, 1872, the British Parliament passed a housing reform act to address unsafe living conditions in London’s slums. The law aimed to replace overcrowded and unsanitary dwellings with organized tenements for industrial laborers. This legislation introduced minimum standards for ventilation, sanitation, and safety—ushering in the modern era of social housing. The act encouraged private builders to collaborate with local authorities to provide affordable housing. It reshaped the city’s urban development model by legitimizing government involvement in real estate and improving living standards for the working class.

On November 13, 1961, the Lahore Improvement Trust (LIT) approved a major expansion of Model Town, one of Lahore’s earliest planned residential areas. The project aimed to address rising housing demand among the middle class during Pakistan’s early urbanization phase. The LIT introduced installment-based property purchase options, developed new residential blocks, and added public parks, green belts, and modern sewerage systems. The expansion marked one of Pakistan’s earliest examples of government-led urban planning. It laid the foundation for future residential schemes such as Gulberg and Garden Town, promoting a structured suburban lifestyle that influenced Lahore’s later urban design philosophy.
