On the 12th of January 1831, a pivotal moment in the annals of global real estate transpired, heralding a transformation in the ownership of land and dwellings from the preserve of the elite to a domain accessible to the broader populace. It was on this date that the inaugural Building and Loan Association, designated as the Oxford Provident, was instituted in the city of Philadelphia, within the United States of America.

12 جنوری 1831 کو عالمی ریئل اسٹیٹ کی تاریخ میں ایک ایسا واقعہ رونما ہوا جس نے زمین اور مکان کو اشرافیہ کی ملکیت سے نکال کر عام آدمی کی دسترس میں لا کھڑا کیا۔ اسی روز امریکہ کے شہر فلاڈیلفیا میں دنیا کی پہلی Building and Loan Association یعنی آکسفورڈ پروویڈنٹ کا قیام عمل میں آیا۔
یہ ادارہ باہمی تعاون کے اصول پر قائم کیا گیا، جہاں عام شہری اپنی محدود بچتیں جمع کرتے اور انہی مشترکہ وسائل سے ایک دوسرے کو مکان تعمیر کرنے کے لیے قرض فراہم کیا جاتا۔ یہی ماڈل آگے چل کر جدید ہاؤسنگ فنانس، مورگیج اور ہوم لون نظام کی بنیاد بنا۔
اس تاریخی اقدام نے پہلی مرتبہ متوسط طبقے کو یہ حق دیا کہ وہ اپنی ذاتی رہائش کا مالک بن سکے۔ زمین، جو صدیوں تک بادشاہوں، نوابوں اور بڑے زمینداروں کی طاقت اور سماجی برتری کی علامت سمجھی جاتی تھی، رفتہ رفتہ ایک عام شہری کے لیے قابلِ حصول اثاثہ بننے لگی۔ اسی نظام کے تحت شہری آبادیوں کی منصوبہ بند توسیع ممکن ہوئی اور ریئل اسٹیٹ ایک باقاعدہ معاشی صنعت کی صورت میں سامنے آئی۔
12 جنوری 1831 کو ہونے والا یہ واقعہ آج کے جدید شہروں، رہائشی اسکیموں، بینک فنانسنگ اور شہری منصوبہ بندی کی فکری بنیاد سمجھا جاتا ہے۔ موجودہ دور میں پاکستان سمیت دنیا بھر میں جو ہاؤسنگ فنانس نظام رائج ہے، اس کی فکری جڑیں اسی تاریخی دن سے جا ملتی ہیں۔
