Following the First World War, the colonial administration in Singapore faced a growing need for additional office space to accommodate an expanding civil service. A major waterfront site in the centre of the city was identified for redevelopment. According to a historical study by Singapore’s National Library Board, the Straits Times on September 30, 1920 highlighted the exceptional location of the site and reported on the government’s decision to hold an open architectural competition for the proposed building.
The site was strategically located near the old Post Office and Exchange Building and formed part of Singapore’s important waterfront commercial district. Its position close to the harbour made it significant not only for government administration but also for the wider development of the city’s commercial core.
The government decided that an open architectural competition should be held to select an appropriate design for such an important location. The competition was won by the Shanghai based architectural practice of Keys & Dowdeswell. However, construction did not begin immediately. Economic uncertainty in the early 1920s, including a downturn in tin and rubber prices, led to the postponement of the project. Construction eventually began in 1924.
The project later became the Fullerton Building, which was officially opened on June 28, 1928. The building housed the General Post Office as well as several government departments and other facilities. With a waterfront frontage of about 400 feet, its scale and architectural presence made it one of the defining structures of central Singapore.
The development became an important chapter in Singapore’s real estate history because it demonstrated how a strategically located waterfront site could be redeveloped for government, commercial and urban purposes. The Fullerton Building was also part of a broader transformation of the waterfront during the 1920s, when several major buildings emerged and reshaped Singapore’s skyline and commercial identity.

30 ستمبر 1920 کو سنگاپور کے مرکزی واٹر فرنٹ پر ایک نئی بڑی سرکاری عمارت کی تعمیر سے متعلق منصوبہ بندی کا اہم مرحلہ سامنے آیا، جس نے آنے والے برسوں میں شہر کے کمرشل اور شہری منظرنامے کو تبدیل کرنے والے منصوبے کی بنیاد رکھی۔
پہلی عالمی جنگ کے بعد سنگاپور کی نوآبادیاتی انتظامیہ کو بڑھتی ہوئی سول سروس کیلئے مزید دفتری جگہ درکار تھی۔ اس مقصد کیلئے مرکزی شہر میں ایک اہم واٹر فرنٹ مقام پر نئی عمارت تعمیر کرنے کا منصوبہ بنایا گیا۔ نیشنل لائبریری بورڈ سنگاپور کے تاریخی تحقیقی مضمون کے مطابق 30 ستمبر 1920 کے Straits Times میں اس مقام کو غیر معمولی اہمیت کا حامل قرار دیتے ہوئے نئی عمارت کیلئے حکومتی منصوبہ بندی اور اوپن مقابلے کا ذکر کیا گیا تھا۔
یہ مقام پرانے پوسٹ آفس اور ایکسچینج بلڈنگ کے قریب تھا اور اس کی شہری و تجارتی اہمیت اس لیے بھی زیادہ تھی کہ یہ سنگاپور کے مصروف واٹر فرنٹ اور بندرگاہی سرگرمیوں کے مرکز میں واقع تھا۔ حکومت نے عمارت کے ڈیزائن کیلئے اوپن آرکیٹیکچرل مقابلہ کرانے کا فیصلہ کیا تاکہ اس اہم مقام کیلئے موزوں عمارت منتخب کی جاسکے۔
مقابلہ شنگھائی کی آرکیٹیکچرل فرم Keys & Dowdeswell نے جیتا، تاہم معاشی حالات کے باعث منصوبے پر فوری تعمیر شروع نہ ہوسکی۔ 1920 کی دہائی کے اوائل میں ٹن اور ربڑ کی قیمتوں میں کمی اور عالمی معاشی غیر یقینی صورتحال نے منصوبے کو متاثر کیا۔ بالآخر عمارت کی تعمیر 1924 میں شروع ہوئی۔
بعد میں یہی منصوبہ Fullerton Building کی صورت میں مکمل ہوا، جسے 28 جون 1928 کو باضابطہ طور پر کھولا گیا۔ عمارت میں جنرل پوسٹ آفس کے علاوہ مختلف سرکاری دفاتر اور دیگر سہولیات کیلئے جگہ فراہم کی گئی۔ تقریباً 400 فٹ طویل واٹر فرنٹ فرنٹیج رکھنے والی یہ عمارت سنگاپور کے نئے شہری اور کمرشل منظرنامے کی اہم علامت بن گئی۔
یہ منصوبہ اس لحاظ سے رئیل اسٹیٹ تاریخ میں اہم ہے کہ اس نے ایک اہم واٹر فرنٹ مقام کو جدید انتظامی، تجارتی اور شہری استعمال کیلئے دوبارہ ترقی دینے کے عمل کو جنم دیا، جبکہ بعد کی دہائی میں اسی علاقے میں متعدد بڑی عمارتیں تعمیر ہوئیں اور سنگاپور کا تاریخی واٹر فرنٹ تبدیل ہوگیا۔
