On October 2, 2006, Pakistan’s Aga Khan Planning and Building Service (AKPBS) received the 2006 World Habitat Award during the global celebration of World Habitat Day in Naples, Italy. Princess Zahra Aga Khan accepted the award on behalf of AKPBS in recognition of its Building and Construction Improvement Programme (BACIP), which focused on improving housing conditions in Pakistan.
On October 2, 2006, Pakistan’s Aga Khan Planning and Building Service (AKPBS) received the 2006 World Habitat Award during the global celebration of World Habitat Day in Naples, Italy. Princess Zahra Aga Khan accepted the award on behalf of AKPBS in recognition of its Building and Construction Improvement Programme (BACIP), which focused on improving housing conditions in Pakistan.
BACIP was developed to help communities, particularly in northern and remote parts of Pakistan, improve the safety, health and energy efficiency of their homes. The programme developed affordable housing and home improvement solutions suited to local conditions and household needs. These included fuel efficient stoves, improved ventilation systems, water heating facilities, insulation and other low cost technologies designed to improve living conditions.
By 2006, BACIP had developed more than 60 low cost housing products and construction solutions, including seismic resistant and energy and resource efficient methods. More than 15,000 fuel efficient products had been installed in around 7,000 households, benefiting more than 50,000 people, according to contemporary reporting.
The programme represented a broader approach to housing development in Pakistan. Rather than focusing only on new construction, it addressed the quality and safety of existing homes and promoted practical improvements that could be adopted by low income communities. Its work also covered areas such as housing design and construction, village planning, natural hazard mitigation, water supply and sanitation, and improved indoor living conditions.
The World Habitat Awards recognise practical, innovative and sustainable solutions to housing challenges, with an emphasis on approaches that can be adapted or replicated in different environments. In 2006, BACIP was one of two award winners, alongside the Johannesburg Housing Company of South Africa. The awards were presented during the World Habitat Day global celebration in Naples on October 2.
The recognition was also significant in Pakistan’s housing history. The country had previously received the World Habitat Award through the Orangi Pilot Project in 2001. BACIP therefore became the second Pakistani organisation to receive the award.
Real Estate History Angle:
The October 2, 2006 event reflected an important phase in Pakistan’s housing development, when the concept of better housing was increasingly linked with safe construction, energy efficiency, local building technologies, environmental considerations and improved living conditions for lower income communities.

2 اکتوبر 2006 کو اٹلی کے شہر نیپلز میں ہونے والی عالمی یومِ رہائش کی تقریب میں پاکستان کے آغا خان پلاننگ اینڈ بلڈنگ سروس (AKPBS) کے بلڈنگ اینڈ کنسٹرکشن امپروومنٹ پروگرام (BACIP) کو 2006 کا ورلڈ ہیبی ٹیٹ ایوارڈ دیا گیا۔ شہزادی زہرا آغا خان نے یہ اعزاز پاکستان کی جانب سے وصول کیا۔ یہ ایوارڈ پاکستان میں بہتر، محفوظ اور کم لاگت رہائش کے فروغ کیلئے BACIP کی خدمات کے اعتراف میں دیا گیا۔

مذکورہ پروگرام کا بنیادی مقصد پاکستان کے بالخصوص شمالی اور دور دراز علاقوں میں کم آمدنی والے خاندانوں کے گھروں کو زیادہ محفوظ، صحت مند اور توانائی کے لحاظ سے مؤثر بنانا تھا۔ پروگرام کے تحت ایسے تعمیراتی طریقے اور گھریلو مصنوعات متعارف کرائی گئیں جنہیں مقامی حالات اور لوگوں کی ضروریات کے مطابق تیار کیا گیا۔ ان میں ایندھن کی بچت کرنے والے چولہے، گھروں کی موصلیت، پانی گرم کرنے کے نظام، وینٹیلیشن اور دیگر کم لاگت حل شامل تھے۔
2006 تک BACIP نے 60 سے زیادہ کم لاگت مصنوعات اور تعمیراتی حل تیار کیے تھے، جن میں زلزلہ مزاحم اور توانائی و وسائل کی بچت کرنے والے طریقے بھی شامل تھے۔ اس وقت تک 15 ہزار سے زائد توانائی بچانے والی مصنوعات تقریباً 7 ہزار گھرانوں میں نصب کی جا چکی تھیں، جن سے 50 ہزار سے زائد افراد مستفید ہوئے۔
اس پروگرام کی اہمیت صرف گھروں کی تعمیر تک محدود نہیں تھی بلکہ اس نے پاکستان کے تعمیراتی شعبے میں مقامی ضروریات، ماحولیاتی پائیداری اور قدرتی آفات سے تحفظ کو بھی اہمیت دی۔ آغا خان پلاننگ اینڈ بلڈنگ سروس کا کام رہائشی ڈیزائن اور تعمیرات کے ساتھ ساتھ دیہی منصوبہ بندی، قدرتی خطرات سے بچاؤ، پانی و نکاسی آب اور تعمیراتی معیار میں بہتری جیسے شعبوں تک پھیلا ہوا تھا۔
ورلڈ ہیبی ٹیٹ ایوارڈ ایسے منصوبوں کو دیا جاتا ہے جو رہائش کے موجودہ مسائل کے عملی، اختراعی اور پائیدار حل پیش کریں اور جنہیں مختلف علاقوں میں اپنایا جا سکے۔ 2006 میں BACIP کے ساتھ جنوبی افریقہ کی ہاؤسنگ کمپنی کو بھی یہ اعزاز دیا گیا۔
پاکستان کیلئے یہ اعزاز اس لحاظ سے بھی اہم تھا کہ اس سے پہلے اورنگی پائلٹ پراجیکٹ 2001 میں ورلڈ ہیبی ٹیٹ ایوارڈ حاصل کر چکا تھا۔ یوں BACIP پاکستان کا یہ اعزاز حاصل کرنے والا دوسرا ادارہ بنا۔
2 اکتوبر 2006 کا یہ واقعہ پاکستان میں ہاؤسنگ کی تاریخ کے اس مرحلے کی نمائندگی کرتا ہے جب رہائشی ترقی کو صرف نئے گھروں کی تعمیر کے بجائے محفوظ تعمیرات، توانائی کی بچت، مقامی تعمیراتی ٹیکنالوجی اور کم آمدنی والے خاندانوں کے معیارِ زندگی سے جوڑنے پر توجہ دی جا رہی تھی۔
