Construction Began The Manhattan Office Tower That Became a Symbol of Commercial Real Estate Growth

In 17 September 1985, construction began on 17 State Street, a major commercial real estate project in Manhattan’s Financial District that later became one of Lower Manhattan’s notable office towers. Developed by William Kaufman Organization and JMB Realty, the project reflected growing confidence in the future demand for premium office spaces in one of the world’s most important financial centres.

The development was planned as a speculative commercial real estate project, meaning construction started without a single major tenant already committed to occupy the building. Developers believed that Manhattan’s expanding financial sector would continue creating demand for modern office facilities.

Designed by architect Roy Gee of Emery Roth & Sons, 17 State Street introduced a distinctive curved glass structure overlooking New York Harbor and Battery Park. The 42 story office tower was completed in 1988 and became part of the changing skyline of Lower Manhattan.

The project highlighted the importance of location, infrastructure and long term planning in commercial real estate. Situated near Wall Street, transportation networks and major business destinations, the building benefited from its strategic position within New York’s financial district.

During the development process, discussions also took place regarding the historical significance of the site and preservation concerns related to Lower Manhattan’s past. The project eventually incorporated elements that connected the modern office building with the historical character of the area.

From a real estate perspective, 17 State Street represents how large scale developments can contribute to urban transformation. The project demonstrated that successful commercial properties are created not only through architecture but also through understanding market demand, location value and future economic trends.

The history of 17 State Street offers an important lesson for developers worldwide: a well planned commercial project can become more than a building, it can become a lasting part of a city’s identity.
