Open Files: Property Investment or a Risky Gamble?
Pakistan’s real estate sector has traditionally been regarded as a safe investment avenue. However, several trends have emerged in the property market...
An open file is essentially a document or allotment-related record representing a claim to, or prospective allotment of, a plot, while the final transfer of ownership in the buyer’s name has yet to be completed. In the market, such files can change hands multiple times. As a result, the price of a property that may not even have reached the stage of physical possession, let alone construction, can fluctuate repeatedly.
The biggest concern with the open-file market is that prices are often driven not by the existing value of the land, actual development work or present usability, but by expectations about the future. A new road, a proposed commercial area, an expansion of a housing scheme or news of a major future development can trigger a sharp increase in file prices.
This situation can blur the distinction between genuine development and speculative trading. Instead of acquiring a tangible property, an investor may purchase a file in the hope of selling it to someone else at a higher price within weeks or months. While this may push property prices upward, it does not necessarily mean that the underlying value of the land or the housing project has increased at the same pace.
One of the major risks associated with open files is that buyers may not always enjoy the same level of legal and practical protection available after formal ownership documents and registration have been completed. If questions arise regarding a project’s approval, land ownership, development status or allotment, investors holding such files may face substantial financial losses.
Moreover, in some informal markets, files of the same nature can pass through several hands. If a buyer invests without verifying the project with the relevant authority, developer and land records, resolving a dispute later can become extremely difficult. Recovering the invested amount or establishing a legitimate ownership claim may also prove challenging.
This is why Pakistan’s National Housing Policy has also highlighted the need to discourage the open-file system and curb speculative trading in land.
For Pakistan’s real estate market to become more stable and transparent, investment needs to shift towards actual land, clear ownership, approved projects and verifiable development activity. Buyers should not focus solely on how quickly the price of a file is increasing. They should also determine where the underlying land is located, whether the project has been approved by the relevant authority, what stage of development has been completed and what the legal ownership record shows.
An open file is not necessarily fraudulent in every case. However, investing in one without proper verification can expose buyers to serious risks. A healthy property market is one where prices are determined by genuine land value, transparent records and credible development—not by rumours, speculation and expectations of future gains.
