Province Based Federal Model
This model examines how a stronger federal structure could operate through clearly defined provinces with meaningful administrative responsibility, accountable institutions and a balanced relationship between national and provincial governments.
What the model is intended to explore
The purpose is to study whether governance can become more responsive when provinces have clearer responsibilities for administration, development and public services while remaining within a coordinated federal system.
Provincial Responsibility
Provinces should have clear authority over the functions and services assigned to them.
Federal Coordination
National institutions remain responsible for areas that require countrywide coordination and common standards.
Public Accountability
Smaller and clearly defined administrative responsibilities can make it easier for citizens to identify who is responsible for performance.
The province based federal model is presented as a research framework for discussing stronger administration, clearer responsibilities and a more balanced federal structure.
