Authority Development Model — DHA Pakistan

A planned-development model in which a central authority manages land use, infrastructure, development standards and phased urban expansion within a defined scheme.

How the authority model works

The model brings planning, infrastructure delivery and development control under a single institutional framework. Roads, utilities, zoning and building standards are coordinated across phases to create a consistent urban structure.

01 Land Planning Master planning and allocation of residential, commercial and public-use areas.
02 Infrastructure Roads, utilities, drainage and public facilities are developed in planned phases.
03 Development Control Building rules and land-use standards guide construction across the scheme.
04 Urban Management Maintenance and service delivery continue after initial development.
