The Sindh High Court has expressed serious concern over the failure of the Karachi Development Authority (KDA) to pay pension dues to a retired employee, raising broader questions about the financial management of one of the city’s principal urban land development institutions. During the hearing, Justice Adnan-ul-Karim observed that despite controlling extensive urban land assets and development schemes, the authority has not fulfilled its financial obligations toward its workforce.
The court noted that the Karachi Development Authority manages substantial public land resources, including residential schemes, commercial plots, and strategically located urban properties, which generate significant financial value. However, the continued non-payment of pensions and salaries indicates systemic weaknesses in financial planning, asset utilization, and institutional governance. The court questioned how an authority possessing such valuable land and development assets could face persistent difficulties in meeting its core obligations.
Justice Adnan-ul-Karim emphasized that the judiciary remains committed to protecting the legal and financial rights of employees and ensuring that public development institutions operate within the framework of accountability and responsibility. He further underscored that land and property assets held by public authorities are part of the public trust and must be managed efficiently to support institutional sustainability and employee welfare.
Urban development analysts note that the Karachi Development Authority plays a central role in planning and regulating residential expansion, commercial zones, and infrastructure-linked land allocation in Karachi. Any financial instability within such an institution could have broader implications for urban planning, land administration, and the orderly development of residential and commercial sectors.

Oil and Gas Development Company Limited (OGDCL) has announced a significant gas and condensate discovery at its Dars West‑3 well in Tando Allah Yar district, Sindh, enhancing Pakistan’s indigenous energy portfolio and supporting development of associated infrastructure and land assets.
The well, drilled to a total depth of 2,100 metres in the Lower Goru Formation, produced 9.70 million standard cubic feet per day (MMSCFD) of gas and 580 barrels per day (BPD) of condensate during testing, highlighting strong commercial potential.
Technical assessments indicate a wellhead flowing pressure of 1,725 psi, confirming reservoir productivity and supporting plans for upstream development. OGDC described the results as encouraging, signaling robust hydrocarbon potential in the region. Infrastructure works, including pipelines connecting the well to the Kunnar Pasakhi Deep‑Tando Allah Yar processing facility, are underway. Gas from the well will be processed and integrated into the Sui Southern Gas Company network, adding new volumes to the national energy supply system.
OGDCL holds a 77.5 percent working interest in the Dars West Development and Production Lease, with Government Holdings Private Limited holding 22.5 percent, ensuring coordinated investment and phased development. Experts note that such discoveries also influence regional land and property development, as pipeline routes, processing plants, and access roads improve the utility and value of nearby urban and commercial sites.
The discovery is expected to accelerate OGDC’s broader exploration and field development goals, enhance energy security, and promote integration of hydrocarbon resources with regional infrastructure and real asset planning, while reducing import dependence and boosting provincial economic activity.

The Government of Sindh has finalized a comprehensive administrative and price-control framework to ensure uninterrupted functioning of urban commercial centres, public markets, and designated activity zones across the province during the holy month of Ramazan.

The provincial administration also directed utility providers to ensure uninterrupted electricity and gas supply during Sehr and Iftar hours, recognizing the importance of reliable energy access for residential buildings, commercial properties, and mixed-use urban zones. Continuous utility provision is considered essential for maintaining functional stability across retail clusters, housing areas, and organized commercial corridors.
Additionally, law enforcement agencies have been instructed to maintain order and ensure smooth traffic management across major commercial arteries, market districts, and public access routes. These measures aim to protect the operational integrity of commercial centres and ensure uninterrupted access to key urban locations.
