The proposal was discussed during a meeting between Gilgit Baltistan Chief Minister Amjad Hussain Azar and National Disaster Management Authority (NDMA) Chairman Lieutenant General Inam Haider Malik at the Chief Minister's Secretariat. The meeting reviewed preparedness measures ahead of the monsoon season, with particular focus on reducing the impact of climate related disasters in the mountainous region. The chief minister said that protecting glaciers requires stronger scientific research, better institutional coordination and sustained investment in climate resilience. He proposed creating a dedicated Glacier Protection Authority that would oversee glacier conservation, coordinate research initiatives and develop policies aimed at reducing the impact of climate change across Gilgit Baltistan. Highlighting the importance of local expertise, Azar directed relevant authorities to engage with vice chancellors of universities across Gilgit Baltistan to introduce specialised academic programmes and faculties focused on glaciology, climate science and disaster risk management. He said developing skilled professionals within the region would strengthen future climate adaptation efforts. The chief minister also instructed disaster management authorities to ensure that early warning systems in vulnerable areas remain fully operational throughout the flood season to minimise risks to human life and property. He stressed that timely alerts are essential for communities exposed to glacial lake outburst floods and other weather related emergencies. Expressing concern over delays in flood preparedness, Azar ordered the Gilgit Baltistan Disaster Management Authority to develop a comprehensive policy for the timely desilting and maintenance of flood channels across the region before the onset of heavy rains. He said improved drainage infrastructure would help reduce damage caused by floods and other natural disasters. The meeting also reviewed emergency road connectivity during disasters. The chief minister directed the National Highway Authority to strengthen its emergency response mechanism and maintain round the clock operational readiness throughout the flood season to ensure highways are reopened quickly following landslides, floods or other emergencies. To further improve disaster preparedness in the Baltistan region, Azar instructed the provincial Home Secretary to identify and allocate land in Skardu for the establishment of an NDMA warehouse. The proposed facility is expected to enhance the storage and rapid deployment of emergency relief supplies during natural disasters. The proposed Glacier Protection Authority represents a significant step toward strengthening climate governance in Gilgit Baltistan, where glaciers are a critical source of freshwater but are increasingly threatened by rising temperatures and extreme weather events. The initiative aims to improve scientific research, disaster preparedness and institutional coordination to protect both communities and natural resources in one of Pakistan's most climate vulnerable regions.
گلگت | ری نیوز پاکستان حکومت گلگت بلتستان نے خطے کے تقریباً 700 گلیشیئرز کے تحفظ اور موسمیاتی تبدیلیوں کے بڑھتے ہوئے خطرات سے نمٹنے کیلئے ایک خصوصی گلیشیئر پروٹیکشن اتھارٹی قائم کرنے پر غور شروع کر دیا ہے۔ مجوزہ اتھارٹی گلیشیئرز کے تحفظ، سائنسی تحقیق، مختلف اداروں کے درمیان رابطے اور موسمیاتی آفات سے نمٹنے کیلئے جامع حکمت عملی تیار کرے گی۔ اس اقدام کا مقصد گلیشیائی جھیل پھٹنے سے آنے والے سیلاب، بادل پھٹنے اور اچانک سیلاب جیسے بڑھتے ہوئے خطرات سے مقامی آبادی اور بنیادی ڈھانچے کو محفوظ بنانا ہے۔ اس منصوبے کا انکشاف وزیراعلیٰ گلگت بلتستان امجد حسین آذر نے وزیراعلیٰ سیکریٹریٹ میں نیشنل ڈیزاسٹر مینجمنٹ اتھارٹی کے چیئرمین لیفٹیننٹ جنرل انعام حیدر ملک سے ملاقات کے دوران کیا۔ اجلاس میں مون سون سے قبل گلیشیائی جھیلوں کے پھٹنے سے آنے والے سیلاب، بادل پھٹنے، اچانک سیلاب اور دیگر قدرتی آفات سے نمٹنے کی تیاریوں کا تفصیلی جائزہ لیا گیا۔ وزیراعلیٰ نے کہا کہ گلگت بلتستان میں موسمیاتی تبدیلی کے بڑھتے ہوئے اثرات کا مقابلہ کرنے کیلئے سائنسی تحقیق، مضبوط ادارہ جاتی صلاحیت اور متعلقہ محکموں کے درمیان بہتر رابطہ ناگزیر ہے۔ انہوں نے کہا کہ مجوزہ گلیشیئر پروٹیکشن اتھارٹی گلیشیئرز کی نگرانی اور تحفظ کے ساتھ تحقیق سے متعلق منصوبوں کو مربوط کرے گی اور موسمیاتی تبدیلی کے نقصانات کم کرنے کیلئے مؤثر پالیسیاں تیار کرے گی۔ وزیراعلیٰ نے خطے میں مقامی ماہرین تیار کرنے کی ضرورت پر زور دیتے ہوئے متعلقہ حکام کو ہدایت کی کہ گلگت بلتستان کی جامعات کے وائس چانسلرز سے فوری رابطہ کیا جائے۔ انہوں نے جامعات میں گلیشیئر سائنس، موسمیاتی سائنس اور قدرتی آفات کے خطرات سے نمٹنے سے متعلق خصوصی شعبے اور تعلیمی پروگرام متعارف کرانے کی تجویز دی۔ وزیراعلیٰ کے مطابق ان پروگراموں سے خطے کے نوجوانوں کو گلیشیئرز، موسم اور قدرتی آفات سے متعلق جدید تعلیم اور تحقیق کے مواقع ملیں گے، جبکہ مقامی سطح پر تربیت یافتہ ماہرین کی دستیابی بھی ممکن ہو سکے گی۔ انہوں نے ڈیزاسٹر مینجمنٹ حکام کو ہدایت کی کہ خطرے سے دوچار علاقوں میں نصب قبل از وقت وارننگ سسٹمز کو سیلابی موسم کے دوران بلا تعطل فعال رکھا جائے تاکہ کسی ہنگامی صورت حال میں مقامی آبادی کو بروقت خبردار کیا جا سکے۔ وزیراعلیٰ نے کہا کہ مؤثر اور بروقت انتباہی نظام گلیشیائی جھیلوں کے پھٹنے، بادل پھٹنے اور اچانک آنے والے سیلاب کے دوران انسانی جانوں اور املاک کے نقصان کو کم کرنے میں بنیادی کردار ادا کر سکتا ہے۔ سیلابی موسم سے قبل ندی نالوں اور سیلابی گزرگاہوں کی صفائی نہ ہونے پر تشویش کا اظہار کرتے ہوئے وزیراعلیٰ نے گلگت بلتستان ڈیزاسٹر مینجمنٹ اتھارٹی کو پورے خطے کیلئے ایک جامع پالیسی تیار کرنے کا حکم دیا۔ اس پالیسی کے تحت سیلابی گزرگاہوں سے مٹی اور رکاوٹیں بروقت ہٹانے، نکاسی آب کے راستوں کی مرمت اور ان کی مسلسل دیکھ بھال یقینی بنائی جائے گی۔ حکومت کا کہنا ہے کہ ان اقدامات سے سیلاب اور دیگر قدرتی آفات کے باعث ہونے والے نقصانات میں کمی لائی جا سکے گی۔ اجلاس میں قدرتی آفات کے بعد شاہراہوں کو دوبارہ کھولنے میں ہونے والی تاخیر کا معاملہ بھی زیر غور آیا۔ وزیراعلیٰ نے نیشنل ہائی وے اتھارٹی کو ہدایت کی کہ وہ اپنا ہنگامی ردعمل کا نظام مزید مضبوط بنائے اور پورے سیلابی موسم میں چوبیس گھنٹے امدادی کارروائیوں کیلئے تیار رہے۔ انہوں نے کہا کہ لینڈ سلائیڈنگ، سیلاب یا دیگر آفات کے باعث بند ہونے والی شاہراہوں کو جلد از جلد بحال کیا جانا ضروری ہے تاکہ گلگت بلتستان کے مختلف علاقوں کے درمیان زمینی رابطہ منقطع نہ ہو اور امدادی سرگرمیاں متاثر نہ ہوں۔ بلتستان میں ہنگامی امداد کی صلاحیت بڑھانے کیلئے وزیراعلیٰ نے صوبائی سیکریٹری داخلہ کو اسکردو میں این ڈی ایم اے کے گودام کے قیام کیلئے زمین کا انتظام کرنے کی ہدایت بھی کی۔ مجوزہ گودام میں خوراک، ادویات، خیمے، حفاظتی سامان اور دیگر ضروری امدادی اشیا ذخیرہ کی جائیں گی تاکہ کسی قدرتی آفت کی صورت میں متاثرہ علاقوں تک امداد فوری طور پر پہنچائی جا سکے۔ مجوزہ گلیشیئر پروٹیکشن اتھارٹی کو گلگت بلتستان میں موسمیاتی خطرات سے نمٹنے اور قدرتی وسائل کے تحفظ کی جانب ایک اہم قدم قرار دیا جا رہا ہے۔ گلگت بلتستان کے گلیشیئرز پاکستان کے آبی وسائل کا اہم ذریعہ ہیں، تاہم بڑھتے ہوئے درجہ حرارت اور شدید موسمی واقعات کے باعث ان پر خطرات میں مسلسل اضافہ ہو رہا ہے۔ نئی اتھارٹی کے قیام سے گلیشیئرز کے تحفظ، سائنسی تحقیق، آفات سے نمٹنے کی تیاری اور اداروں کے درمیان رابطے کو بہتر بنانے میں مدد ملنے کی توقع ہے۔

Residents of Gilgit took to the streets on Tuesday to protest prolonged power outages and resulting water shortages affecting various areas of the city, while other regions across Gilgit-Baltistan also reported loadshedding exceeding 20 hours.
A large number of women and children participated in a sit-in at Nadir Chowk in the Zulfiqarabad area of Gilgit, where protesters burned tires and chanted slogans criticizing the government for failing to provide electricity and water, even during the month of Ramazan. Demonstrations were also held in other areas of Gilgit-Baltistan.
Protesters stated that life in many neighborhoods has come to a standstill, with barely two hours of low-voltage electricity being supplied. The lack of power has rendered water pumps inoperative, resulting in acute water shortages over several days. One woman protester reported that their area had been in complete darkness for the past ten days due to a non-functional transformer, forcing residents to rely on private water tankers, which most could not afford.
Local residents, including Irfan Hussain, criticized the government for failing to provide basic services such as electricity and drinking water, noting the negative impact on the local economy, tourism, and livelihoods. Freelancers and remote workers were particularly affected, with mobile and internet networks also disrupted as several telecom towers went offline during the outages. A Pakistan Telecommunication Authority official confirmed that private networks struggled to operate towers with power generators for extended hours.
Similar power outages exceeding 20 hours were reported in Skardu, Hunza, Nagar, Diamer, and other parts of Gilgit-Baltistan.
According to the GB Power Department, the region’s electricity generation relies primarily on hydropower projects, and reduced water flow during the winter season limits generation capacity. Authorities indicated that the situation is expected to improve after April.
Residents have called on the government to take immediate measures to restore electricity and water services and prevent further disruption to daily life in the region.

گلگت کے رہائشیوں نے منگل کے روز طویل بجلی کی بندش اور اس کے نتیجے میں پیدا ہونے والی پانی کی شدید کمی کے خلاف سڑکوں پر احتجاج کیا، جبکہ گلگت بلتستان کے دیگر علاقوں میں بھی 20 گھنٹے سے زائد لوڈشیڈنگ کی اطلاعات موصول ہوئیں۔
مظاہرین میں بڑی تعداد میں خواتین اور بچے شامل تھے، جنہوں نے ضلع ذوالفقار آباد کے نادر چوک پر دھرنا دیا اور ٹائر جلانے کے ساتھ حکومت کے خلاف نعرے لگائے کہ رمضان کے دوران بھی انہیں بجلی اور پانی فراہم نہیں کیا جا رہا۔ گلگت بلتستان کے دیگر علاقوں میں بھی مظاہرے ہوئے۔
مظاہرین نے بتایا کہ کئی علاقوں میں زندگی مفلوج ہو گئی ہے اور صرف دو گھنٹے کم وولٹیج بجلی دستیاب ہے۔ بجلی کی کمی کے باعث پانی کے پمپ کام نہیں کر رہے، جس سے پچھلے کئی دنوں سے پانی کی شدید قلت رہی ہے۔ ایک خاتون نے کہا کہ ان کے علاقے میں گزشتہ دس دن سے مکمل اندھیرا رہا کیونکہ پاور ٹرانسفارمر کام نہیں کر رہا، اور شہریوں کو نجی واٹر ٹینکروں پر انحصار کرنا پڑا، جو زیادہ تر افراد مالی لحاظ سے برداشت نہیں کر سکتے۔
مقامی رہائشی نے حکومت کو تنقید کا نشانہ بناتے ہوئے کہا کہ یہ شرم کی بات ہے کہ شہریوں کو بنیادی سہولیات بجلی اور پینے کا پانی فراہم نہیں کی جا رہیں۔ انہوں نے کہا کہ اس بحران نے مقامی معیشت اور سیاحت پر بھی منفی اثر ڈالا ہے۔
مظاہرین نے حکومت کے غیر سنجیدہ رویے پر بھی تنقید کی اور اعلیٰ افسران سے مطالبہ کیا کہ فوری طور پر ان کے مسائل حل کیے جائیں۔ بجلی کی بندش نے فری لانسنگ اور ریموٹ ورک کرنے والے افراد کو بھی متاثر کیا، جبکہ موبائل اور انٹرنیٹ نیٹ ورک بھی متاثر ہوئے کیونکہ کئی موبائل ٹاورز بجلی کی بندش کے باعث غیر فعال ہو گئے۔ پاکستان ٹیلی کمیونیکیشن اتھارٹی کے ایک اہلکار نے کہا کہ نجی نیٹ ورک لمبے وقت تک پاور جنریٹرز پر ٹاورز نہیں چلا سکتے، جس کی وجہ سے سروس سست رہی۔
اس طرح کے 20 گھنٹے سے زائد کے بلیک آؤٹس اسکردو، ہنزہ، نگر، دیامر اور گلگت بلتستان کے دیگر علاقوں میں بھی رپورٹ ہوئے۔
گلگت بلتستان پاور ڈپارٹمنٹ کے مطابق، خطے میں بجلی کی پیداوار بنیادی طور پر ہائیڈرو پاور منصوبوں پر منحصر ہے اور سردیوں میں پانی کے بہاؤ میں کمی بجلی کی پیداوار کو متاثر کرتی ہے۔ متعلقہ حکام کا کہنا ہے کہ صورتحال اپریل کے بعد بہتر ہونے کی توقع ہے۔
شہریوں نے حکومت سے مطالبہ کیا ہے کہ فوری طور پر بجلی اور پانی کی فراہمی کو یقینی بنایا جائے تاکہ خطے میں روزمرہ زندگی معمول کے مطابق چل سکے۔

The Water and Power Development Authority (WAPDA) has announced that roller-compacted concrete (RCC) works at the Diamer-Basha Dam and Dasu Hydropower Project will commence during the current year, marking a significant transition from foundation preparation to structural construction. The development follows substantial progress in excavation, engineering preparation, and installation of essential construction systems.
The update was shared during WAPDA Chairman Lt Gen (Retd) Muhammad Saeed’s visit to both project sites, where he reviewed implementation progress and directed project teams to maintain construction timelines and ensure adherence to approved execution plans.
At Diamer-Basha Dam, located on the Indus River near Chilas, excavation of key structural foundations, including the dam base and abutments, has largely been completed. RCC trial operations have been conducted successfully, enabling the project to proceed toward full-scale concrete placement. Construction activity is currently ongoing across approximately 20 operational zones. The project remains on track for completion in 2030.
Supporting development in nearby localities is also advancing. A cadet college in Chilas has been completed, while work on the Harpan Das model village has reached approximately 61 per cent completion. Infrastructure development, including internal road networks, water supply systems, and sanitation facilities, is underway. Additional public service projects, including a water supply scheme for Chilas and a health facility in Upper Kohistan, are in various stages of implementation.
At the Dasu Hydropower Project, construction is progressing across 23 active sites, including underground power generation chambers and structural foundations. Concrete production plants are fully operational, enabling the project to proceed with RCC placement during the current year. A dedicated 132 kV transmission line constructed to support project operations is in its final commissioning phase. Power generation from the project is scheduled to begin in 2028.
Both projects represent critical components of Pakistan’s long-term infrastructure expansion strategy, with associated settlement development, transport connectivity, and public service facilities expected to support regional growth and long-term economic integration.

واٹر اینڈ پاور ڈیولپمنٹ اتھارٹی (واپڈا) کے زیر تعمیر دیامر بھاشا ڈیم اور داسو ہائیڈرو پاور منصوبے رواں سال ایک اہم تعمیراتی مرحلے میں داخل ہونے جا رہے ہیں، جہاں مرکزی ڈیم کے لیے رولر کمپیکٹڈ کنکریٹ (RCC) ڈالنے کا عمل شروع کیا جائے گا۔ یہ پیش رفت منصوبوں کی ساختی تکمیل کی جانب ایک اہم قدم تصور کی جا رہی ہے۔
یہ تفصیلات واپڈا چیئرمین لیفٹیننٹ جنرل (ر) محمد سعید کو منصوبہ جات کے دورے کے دوران دی گئی بریفنگ میں بتائی گئیں۔ متعلقہ حکام کے مطابق دونوں منصوبوں میں بنیادی تیاری کے مراحل، بشمول کھدائی، بنیادوں کی مضبوطی اور ضروری انفراسٹرکچر کی تنصیب، نمایاں حد تک مکمل ہو چکے ہیں، جس کے بعد مرکزی تعمیراتی سرگرمیوں کو تیز کیا جا رہا ہے۔
دیامر بھاشا ڈیم، جو چلاس کے قریب دریائے سندھ پر تعمیر کیا جا رہا ہے، میں مختلف اہم مقامات پر کام جاری ہے اور مرکزی بنیاد اور اطرافی ڈھانچوں کی تیاری مکمل ہونے کے قریب ہے۔
منصوبے کے ساتھ ساتھ متعلقہ علاقوں میں نئی رہائشی بستیوں اور بنیادی سہولیات کی فراہمی پر بھی پیش رفت جاری ہے، جن میں سڑکیں، پانی کی فراہمی اور سیوریج نظام شامل ہیں۔ ہرپن داس ماڈل ویلیج پر تعمیراتی کام جاری ہے، جبکہ چلاس شہر کیلئے پانی کی فراہمی کے منصوبے پر بھی عملدرآمد شروع ہو چکا ہے۔
داسو ہائیڈرو پاور منصوبے میں بھی متعدد مقامات پر تعمیراتی سرگرمیاں جاری ہیں اور مرکزی ڈھانچے کیلئے کنکریٹ کی تیاری اور تنصیب کیلئے پلانٹس فعال ہو چکے ہیں۔ منصوبے کی تعمیر کے دوران بجلی کی فراہمی کو یقینی بنانے کیلئے ٹرانسمیشن لائن کی تنصیب آخری مراحل میں ہے۔
متعلقہ ادارے کے مطابق داسو منصوبے سے بجلی کی پیداوار کا آغاز 2028 میں جبکہ دیامر بھاشا ڈیم کی تکمیل 2030 تک متوقع ہے۔ ان منصوبوں سے نہ صرف توانائی کے شعبے کو تقویت ملے گی بلکہ ملحقہ علاقوں میں بنیادی سہولیات، نئی آبادکاری اور علاقائی ترقی کے امکانات بھی مضبوط ہوں
