The Gwadar Development Authority has approved a major phased development programme worth approximately PKR 280 billion under the second phase of the Gwadar Master Plan 2025–2035, marking an important step toward the long-term urban and economic transformation of the port city.
The approval was granted during a high-level meeting chaired by GDA Director General Moeenur Rehman Khan, where officials reviewed and finalised the authority’s upcoming 10 year development roadmap. The plan is aimed at transforming Gwadar into a modern, smart, eco-friendly and globally competitive port city.
During the meeting, officials were briefed that the GDA is preparing a comprehensive PC-I based development programme, which will be submitted first to the provincial government and later forwarded to the federal government for final approval. Authorities expect the proposed programme to be included in the 2026–27 development portfolio.
Deputy Director Town Planning Abdul Razzaq informed the meeting that the development plan will bring together multiple ongoing and future initiatives, including the GDA’s existing business plan. He said the objective is to ensure coordinated, practical and effective implementation of the Gwadar Master Plan.
According to officials, the phased development model will help streamline infrastructure expansion, urban planning, commercial growth and civic improvement projects over the next decade. The plan is also expected to support Gwadar’s wider strategic role as an emerging port city linked with regional trade and economic activity.
The GDA believes the new roadmap will provide a clear framework for sustainable development, improved urban services and investment-friendly planning, while aligning Gwadar’s growth with long-term economic and strategic objectives.

A high level Iranian trade delegation has arrived in Gwadar in what is being described as an important development for strengthening economic, trade and logistics cooperation between Pakistan and Iran.
The delegation from the Chabahar Free Zone Organization is being led by its Chairman, Muhammad Saeed Arbabi. The team crossed into Pakistan through the Gabd Rimzan border, a key crossing point between Pakistan and Iran.
The visiting delegation includes prominent Iranian investors, logistics experts and representatives associated with international trade and regional connectivity. Upon arrival at the border, the delegation was received by President of the Gwadar Chamber of Commerce and Industry, Jehand Hut, along with other representatives.
The Iranian delegation is visiting Gwadar on the invitation of the Gwadar Chamber of Commerce and Industry. During the visit, the team is scheduled to tour the Gwadar Free Zone, Gwadar Port and various ongoing development projects in the city.
Officials said the delegation will review investment opportunities, port operations, logistics facilities and infrastructure available for trade and transit movement. The visit is also expected to focus on enhancing business to business contacts between the two sides.
According to trade circles, the visit carries particular importance due to the strategic location of Gwadar and Chabahar, both of which are seen as key ports for regional trade, logistics and connectivity.
Significant discussions are expected regarding the development of a joint logistics network, transit trade arrangements and mutual cooperation between Gwadar and Chabahar. Business representatives believe such cooperation could help improve regional trade flows and create new investment opportunities in port-related sectors.
The visit is being viewed as a positive step toward expanding Pakistan Iran economic engagement, particularly in logistics, transit trade, port development and cross border investment.

The initiative aims to integrate modern urban planning, coastal economic development, and infrastructure expansion, with a clear focus on enhancing the value, usability, and sustainability of land and property in Gwadar. The development framework envisions the provision of essential urban services including clean water supply, reliable electricity, modern healthcare, and education facilities. These measures are intended to ensure that residential and commercial zones are well serviced and capable of supporting long term urban growth. The projects form part of a comprehensive urban planning strategy that positions Gwadar as a southern economic hub, driven by fisheries, marine services, logistics, ship repair activities, and environmentally responsible tourism. Several key infrastructure projects are already operational or nearing completion. These include the Gwadar Port Desalination Plant, which supplies fresh water to the city, and the Pakistan China Friendship Hospital, which offers modern healthcare facilities aligned with international standards. Together, these developments are expected to strengthen the attractiveness of urban land, encourage real estate investment, and support the creation of planned residential and commercial districts. Human capital development is also a central component of the transformation strategy. The former sub campus of Turbat University has been upgraded to the University of Gwadar, expanding access to higher education for the local population and contributing to urban growth through the development of a skilled workforce. Minister Iqbal emphasised that Gwadar’s transformation is designed to be inclusive, with active participation from local fishermen, youth, and women. This approach seeks to ensure that urban expansion and coastal development generate direct benefits for the local community. These initiatives are expected to bring greater stability to property markets, improve land use planning, and facilitate the emergence of structured residential and commercial areas across the city. Overall, Gwadar’s development under CPEC Phase II reflects a strategic alignment of urban planning, land development, and coastal infrastructure investment, positioning the city as a modern economic centre while steadily increasing the long term value and resilience of its land and property assets.
